Here's my spec:

CPU: i5-3470
Mobo: GA-H77M-D3H
RAM: 2x Kingston 4GB DDR3
PSU: S12II-620W
Case: CM K280
Fan: 1 rear fan

I've come down to these two choices: GTX 1050 Ti 4GB or GTX 1060 3GB (or 6GB) Which one to buy to fit my current spec? I play Overwatch mostly or maybe other games in future.

If a 1060 6gb is not out of your price range it is the best card for bang for buck and long term use IMO. 1050Ti is quite a bit slower, and the 1060 3gb will limit you with its 3gb vram in some games and in the long run.

Actually I'm using 1280x720 resolution and S22B350 monitor for desktop and game. So GTX 1050 Ti is enough for me?

You should get a new 1080p 24" 144hz monitor on sale and pair it with a GTX1060 6GB. Enjoy the games more at a nice resolution. GTX1050 ti is good for todays games at high settings at 1080p or less but for next gen games it will struggle and need to be replaced quickly. GTX1060 6GB will last a few years.

I stretch my budget a bit and I choose RX 470 4GB instead of GTX 1050 Ti and GTX 1060 3GB. Is it good choice and why? If I choose Sapphire Radeon RX 470 4GB NITRO+, is it quiet when idle, ultra settings when gaming with my current spec?

If you are content with that resolution on your monitor I change my recommendation to the 1050ti 4gb. Are you in Canada (for pricing purposes)?

From the testing at 1080p the rx470 proved to be vastly superior to the 1050Ti : 1050ti is an improved GTX 950 while RX470 is the equal of R9285/380.

At that resolution you should just buy a used 7950 and save all that extra money. No need to go extravagant.
