Well, I tore apart my loop, fresh installed Windows 7 and reinstalled the old coolers and tested both cards. Both cards work perfectly fine on there own.

It was leaking from both sides of the EK link. I know it has to do with the two orings behind the link that attaches to the block. I didn't wet them before installing them, but they were very malleable. I didn't think it was necessary.

I checked the CPU socket thoroughly and didnt find any bent pins. Ill look into the ram slot connectors next.
In the meantime, Im going to try and source a cheap ram kit to see if it posts with four sticks.
Alrighty. Looks like I have to find a cheap set of DDR4 RAM. I had 4x4GB of Kingston Predator 1866 and it worked on my UD4 board no problem. Ive felt so gutted the last 24 hours that I hope its not the board.
As per Gigabyte recommendation, single channel setups should populate dimm 3. All four sticks work in dimm 3. All dual channel setups should populate dimm 3 & 7. All variations work in dimm 3 & 7. Any variation of quad channel does not post and boot loops in 20 second intervals.

It seems I have one more issue.
I can only get the computer to boot into Windows with either 1 or two sticks of ram. If one stick it has to be in dimm 3. If two sticks only dimm 3 and 5. If anything is different it boot loops for 20 seconds like last time.
Alright. So I'm officially retarded. Formatted my m.2 and now I'm in BIOS. Installing windows as we speak.

I tried the same HDD then tried another SSD from another build. Do I have to boot from a fresh HDD every time I build something new?
It's the X99-SLI that is giving me issues.
