I do believe your right that it is actually a bylaw. But the bags are pure profit for the company at that point. Other regions bound to follow when you see 99.9% ROI on a paper bag. Yes it is forced in Edmonton, city bylaw that somehow makes things "cleaner" for the environment. The money goes nowhere but back to the company. None of it has to go into any type of program or anything.do they keep the bag monies or do those go to recycling like EHF deposits, etc.?
