However, with the prices he's asking for I'd grab the 690 since it's 2x680s and it scales really good and should give you better frames compared to Titan once you go to 2560x1400P. On the other hand, you can grab the Titan for a signle 1920x1200/1080 and forget about it.

I'd say it's the other way around: For 1200/1080P get the 690, which otherwise would be memory limited (bandwidth and amount wise) at 1440/1600P (2GB/256bit effective per GPU). Today's games are just around that limit and it will only go up.
