You are missing my point completely. I'm not saying that there has been any official change. What I am saying is there are many mental midgets working as customs officials in these cross border offices and they either don't understand the rules or they just don't care. I've have well over 400 items shipped from the US over the years and I'd say maybe 25 got hit when they were not supposed to. I've been hit far worse by UPS and Fedex, but I've had enough from Canadapost so that it is a widespread albeit small problem. My real point is that all shipping companies are subject to the same less than intelligent officials. This is not something that can be eliminated, it is just something that should be expected and when it goes well without this happening then you had a good day.
