Here is what I have for storage.
SSDs
120GB Samsung 850 EVO
250GB Samsung 850 EVO

HDDs
1TB Seagate 5400rpm 2.5"
3TB Seagate 7200rpm 3.5"

I am trying to figure out how to best allocate space for Windows 10 Pro 64-bit, Adobe CC Suite, Games (Destiny 2, Diablo III, Shadow of War, WoW) other programs and music , videos, pictures, docs and downloads.

The games currently take up 164GB
Adobe takes up 33GB
Windows about 20GB
Other programs 20GB

Windows, other programs and Adobe CC Suite on 120GB SSD
Games on the 240GB SSD
Everything else on 3TB as storage
The 1TB a scratch disk for Adobe

Does this configuration sound good?

I would rather say larger SSD for OS Adobe and apps, smaller ssd for scratch disk, games and workflow on the 3TB, finished project directory on the 3TB as well but synced daily with the 1TB. Ideally, you would have another 2/3 TB seagate 7200 rpm in raid1 with the first one.

Agreed.

Yup. Unless you have a LOT of RAM you will want Adobe product's scratch disk to be on a SSD.

Personally... as you are using TLC NAND based drives I would stick the OS and Adobe products on the 240... as it will have a MUCH bigger pseudo-SLC write buffer than the 120gb.

OS + main apps on 240GB, 120 for main game(s) you are playing + scratch disk... and everything else on HDDs.
