BC maybe? I believe their first de-listing only applied to spirits and beer but left wine on the shelf. (They've since added wines to the list)

My understanding is that Alberta is allowed to keep selling anything they have already stocked, but no new orders will be fulfilled. De-shelfing not being mandatory at this point... but will it sell. (My understanding of how it is supposed to work here could also be wrong)
