what do they mean when they said, 'Multi-threaded performance lacking OOB'

one of the cons in this review says is the motherboard lacks OOB for multi-threaded performance.' unless OOB means something else, I don't see what out of bandwidth management has to do with CPU performance. so...what bit of info am I missing to make that connection?

 
However, the board is limited to around 140W for the CPU out of the box, which limits performance in heavily multi-threaded work (think Cinebench, Blender, POV-Ray, etc.). If you’re a gamer and this board is on your radar, don’t fear as our results showed the B650M-P performant on that front. That said, a simple adjustment in the BIOS to raise the limits certainly helped get it back to being competitive in those tests. But this produces more stress on the paltry VRM implementation.

Requires BIOS modification for higher power draws like you would see in a heavily cored part.

This is actually the exact problem I had with the Crosshair 4 Extreme when I had it. I bought it with a Phenom II [Something don't remember now] and later swapped in an 1100T Black when they came out. Then with the FX release and eventual price drops I grabbed an FX-8000 series. I wanted to go with a FX-9000 and had the budget to do so however the CH4EX was designed around the lower TDPs that existed at the time and just wasn't designed with the insane power draws that the FX-9000 series was capable of.

So I rocked that motherboard for something like 7-8 years across 3-4 diffenent CPUs but never did test my luck with the FX-9000 and instead waited for the price drops on the 2700X.

okay...so what does OOB stand for in this matter?
