Low-Profile M.2 NVMe SSD to PCIe x4 Adapter Card w/ Heat Sink

I just tried adding this to my Asrock Phantom Gaming 4 x570 motherboard and when I did with a 250GB m.2 drive it disabled my LAN port. The drive was recognized in the bios but I didn't spend much time trying to fix the LAN. I removed the card and when booted up Windows gave me a temporary notification that the operating system was not activated.
The motherboard has two full size pcie slots and two small 'open ended' slots.

I had the expansion card in the lower full size slot, would it make any difference in one of the shorter open end slots or should I even bother? The expansion card is https://www.orico.me/product/orico-m-2-nvme-to-pci-e-3-0-x4-expansion-card-psm2/

Double check the manual, there is a good chance that the lower slot is PCI lane shared with other stuff and that could disabled the LAN controller.
