Yeah. Based on my experience, and friends/forums I think there is a bad router between you and (probably) everywhere outside of local routing etc, like speedtest.net, which is basically your ISP to another local ISP and doesnt involve L2 or L3 routing (which is why it always maxes you).

I'd start doing some tracerts and reporting them to your ISP. I bet you'll find you've been dropping packets and/or getting high latency from a L2 or L3 host for a while. Its just only really manifested itself when you're downloading from steam. A few years ago I reported a similar issue with a router in Chicago, and it took them less than a day to fix it after I identified it. They work fast!

What do you get from nvidias servers? I've always had them be a very healthy max bandwidth as well.

Not necessarily. I suspect the issue is ISP's deploying "Gigabit" over DOCSICS 3.0. The node capacity in most cases is only a single Gigabit link, so if more than 1 person is pulling down a file at the same time, neither person is going to get the full 1Gbps. There's tons of complaints about Rogers Gigabit Internet here in Ontario, so I don't see Eastlink being any better.

DOCSIS 3.1 will help a bit, but it'll still hit a wall with capacity.

I'd definitely start looking at your routing and packets then. You've got a bad route between you and some servers that is causing you issues. I'd put money on it.
 
not a rant but a cheer I was able to get my steam account back after almost 10 years holy crap. So sweet

edit It was all Steam they still had my account hooked to my really old email. so joy for me I was amazed too

think I need a new Cell phone provider with just talk text Voicemail . I just got a surprise bill that was massive compare to my previous , telus actually bills me when I check my voice mail which I have never happen before.
