I've been using Noctua Industrial 2000 rpm fans for a while in my case but its starting to get a bit annoying and I want to upgrade to something a bit quieter. Im not sure if fan tech has changed much and gotten better. But what recommendations do you have? Im using a O11D-XL. I should probably upgrade my cooler as well for my 9950x3d as im still using a NZXT kraken X73.
 
I prefer the NB eloop noise profile for my case fans. But they are a pita to find in NA usually. I know lots of people like the new Phantek T30 though and those are easy to grab.
 
Noctua's are my choice too. You need PWM like others said.

A fan controller is a must if you are not satisfied with your motherboard fan curve software.

They are PWM, and I do have them set fairly low in the bios. They just have this dull hum and get real noisy if I want them to start picking up speed with the temps. So, it sounds like maybe switching to just normal noctuas is the way to go. I did not realise the chromax had 25mm versions. Those should push some air at low speeds. Ill probably get myself a artic freezer iii for the cpu to go with it.

actually swap bios control for https://getfancontrol.com/ before spending any money. Much better fan control than what the bios typically provides. Short leaning curve to understand how to configure the software but works well once setup.
