Report from VCZ, the cable is for direct connection between the GPU and PSU. It will shut down the PSU GPU but not the entire PC when a sustained limit is hit. You can connect a USB cable to it for live monitoring and setting custom limits.

How does it shutdown the psu but not the pc?????

You'd presumably still have the IGP but unless you're running a laptop wouldn't have a way of switching between dGPU and IGP.

Beyond that a lot of CPUs don't even have an iGPU. Especially those usually justifying high end dedicated GPUs that have this problem.

You can press the power button on your pc to shut it down without a display running. Or you could swap the cables to onboard if you have it. I guess in theory it would save you an unsafe shutdown. Or maybe the power on the gpu can be restored after the heavy load is removed and the connection returns to normal power levels.
