If I'm not mistaken, New Zealand already has something similar in place. It seems like a solid way to go about implementing a politically-challenging policy. You're not denying any current voters their right to do anything; you're just taking away a future right that those generations hopefully won't even desire. I get why they do this, but it feels like such a cave to boomers/genx/millenials (with boomers likely the loudest voices of the smokers).
